Hi Howard,
personal Oracle is available either as a perpetual license (i.e one time payment) or a term license. For a 1 year term its a very low price, £50 or so. You do not get a metalink account for that though. to get metalink access you also have to also buy a support license, its 22% or 15% of the perpetual license. the lower being patches only the upper % being proper metalink access, upgrades etc. Again for personal Oracle its about £50 per year for the latter.
So to get a full version of Oracle including add ons such as label security its quite a reasonable price per year about £100 including metalink access.
