Our developers are using TOAD and are quite satisfied with it, except for the occasional GPF. There is not much mising from TOAD std edition, but you have to pay a supplement for the debugger. There is also a free toad, but with limited capability.

Many people will tell you that using TOAD in your production database is dangerous. I, for one, think that good developers know what they are doing.
