I am using PL/SQL Developer from http://www.allroundautomations.com/plsqldev.html

It is very cheap compared to the other alternatives I have seen (just $450 for a 5 user license) but I think it's alot better than e.g. SQL Programmer fra BMC.

Highly recommendable, saves me alot of time...

You don't want to debug PL/SQL using sqlplus :)
