No, he requested advice on how to recover a tablespace when he has full RMAN backups, some incrementals, but not the latest ones because they were open at the time of failure. TSPITR has no relevance to the problem he actually described.

If he wants to move USERS across to the new database when he's got it back up and running, then that's up to him. But it wouldn't be a TSPITR at that point.
