This wait occurs when background processes (SMON, PMON, etc) need to talk to each other. Don't worry about this one.

You can reduce the wait time by playing around with TCP/IP settings. But at this point, I would rather focus on why you think that this is a problem. What are you trying to achieve? What is your goal? Are you tuning just to tune?
