newbie question - translation of an installation of Oracle ias

Hi,

I would like to have your expert opinion on this problem.

I have given a computer to a company. They have set-up a web-portal based on Oracle Application Server and Oracle Database. They also worked as ISP to have this portal on the Internet. Now as I was not satisfied by the work they done I want to move the computer to an other ISP.

They claim that the installation of Oracle must be done from scratch on this computer, is that true?
They say also that the portal cannot be reused when translated, is it true?
