Because that's where it belongs, according to Windows standards. There was other software on the machine, and who'd want to go back to DOS days with every program installed in C:\? When each and every Windows program written in the past five years allows to be installed in the proper location designated by Windows, why can't Oracle? "Path too long"? Ridiculous!
