did OUI throw any errors during the patchset installation? (check the logs in C:\Program Files\Oracle\Inventory\logs) were all oracle services stopped during the patchset installation? did you upgrade the catalog as described in the readme?

I wonder if a handle existed on ociw32.dll during the patchset application, and now you're stuck with an old ociw32.dll.

can you install the 8.1.7.0.0 and 8.1.7.4.1 binaries on another host, and and copy that installation over your problem installation (with all oracle services stopped)?
