9iRAC: gsd service starts on one node but not the other (W2K)

As subject, the gsd service starts on one node but not the other on a
2-nodes cluster.  The gsd process says its running on the OS but
'gsdctl stat' say it's not and 'dbca' complains about it's not running
also.  What is a clean way to clear previous setting for gsd service
and 're-install' it?  Or any other suggestion?
