Rule based optimizer? In 10g? Well it will still be there for backward compatibility for those Paleolithic-era apps. But it has been totally deprecated meaning Oracle will not provide support or fixes.

User written SQL is one thing ... what most are concerned about is vendor written SQL that can not be modified in situ.
