A bit of a vicious circle: OWF is part of the database software, which means that the document in which it is told how you can install OWF is part of the Database documentation, but you don't know that you have to look for it there, because you don't know it is part of the database software...
Once you found the OWF 2.6.2 Installation Notes (as you apparently did?) it is clearly described how you have to get about to install it.

Regarding OWB: it IS a standalone product, allthough the Windows version of OWB Client and OWB Server Side are part of Oracle Developer Suite.
