It would be nice if you would include exact version number of your "9i". However, I will try to quess that this looks like bug number 2329274.
However, strange is that this is definitely not "heavily concurrent DDL" that is mentioned in bug description. Try to patch to 9.2.0.4 (bug is fixed here) and if it will not help, then log iTAR.
