Those enforcing organizations do not exists primarily to exercise that control, but for other reasons. And they do not have an analog in IT. Thus, it doesn't seem likely any way of implementing such a situation in IT will be available soon. IT is not practised in centralized centers which can bar access to the uninitiated, (despite Larry's attempts), it is not predominately paid for by insurance oligarchs which act at least as much as buyers' agents as as insurance. The only avenue that does seem open for such control in IT is malpractice/liability insurance. Perhaps those insurance companies could refuse to cover companies (or cover at much higher premiums) which hire unapproved IT staff. I don't know how much effect that would have, but it would be one avenue for influence.
