Two thoughts.

  1. As DJ suggests ... add these parameters to /etc/system and then bounce the machine so they take effect.
  2. Why are you installing an unsupported, quite frankly terrible, version of Oracle? 8.1.6 was a disaster when it was supported. I can't think of a single good use for 8.1.6 CDs that doesn't involve a microwave oven.
