Forms Builder

I am working with Oracle9i under windows 2000, and recently I have problem when running the forms builder. The URL address for the form, is being added an extra "http://%%20" to the URL. it looks like:
http://%%20"http://mehdi-server:8889/forms90/f90servlet?form=C:\Oracle_Docs\Chapter5\Course.fmx&userid=SCOTT/TIGER@ora92gid&buffer_records=NO&debug_messages=NO&array=YES&query_only=NO&quiet=NO&RENDER=YES"

and therefore the page can not be displayed since it has double "http://".

Any idea if I need to re-install oracle9i or Forms builder ??
