According to marty.grinstead at oracle.com apparently working on the Oracle Agent team, if the agent is not configured correctly, running it causes database shutdown immediate to hang (private email). He knows many people say shutting down the agent first is the only way to not cause shutdown immediate to hang. I wish I could get more details from him.
