Tuning by the BCHR is not done by today's top Oracle professionals. As you've noticed, your BCHR may be "sub-optimal", i.e. less than 95% (or whatever number you want to put in there) and yet your performance is just fine. If you want a higher BCHR, see the following script:

With it, virtually any "good" BCHR is obtained and yet application performance hasn't changed.

Today, many top Oracle professionals use the V%DB_CACHE_ADVICE view in Oracle 9i and the Oracle Wait Event interface to determine if the buffer cache is the bottleneck to performance.
