Your understanding is wrong. If you are using the default ports only, you can just start the listener without setting up a listener.ora. Also the databases will automatically register themselves against the listener.
*HOWEVER* if you are using non-default ports, other than 1521, OR you need the Intelligent Agent to connect to your instance, you MUST set up a listener.ora
