Peter,
I see from you original post you are using TOAD. "Directories" is one of the tabs available in the Schema Browser window. If you select the Directory tab you should be able to create a directory (assuming you have sufficient priveleges) by clicking on the "Create directory" icon. Once created you can grant priveleges on the directory to users as approriate.
