Assuming you are using DMT (Dictionary Managed Tablespace) because you see fragmentation.

I thought most people were moving to LMT (Locally Managed Tablespace) since 8iR2.

Since you are on 8iR3, you should use LMT and then you wouldn't have to worry about that 1 problem - tablespace fragmentaton.
