I have no comment on the book, not having read it, but it is worth noting
that "Oracle Press" is a marketing name for a publishers line of Oracle
books rather than an indication of Oracle's editorial involvement. I suspect
that Authorised means that the publisher can use the name "Oracle Press" and
not be sued rather than anything else.
