running public DBLINKs

I have created a "public" & "fixed user" DBLINK. In the "using connect
string" clause of the creation statement, I have use a entry from the
tnsnames.ora. When trying to run the dblink, it returns the following "...
ERROR at line 1:


ORA-12514: TNS:listener could not resolve SERVICE_NAME given in connect
descriptor"
