This bug is known on Pentium IV machines. It is just a Java dll in the Oracle distribution that causes the setup to hang. I do not remember the link to the article in Oracle metalink, but you will find it easily.
Just copy the Oracle install to your hdd and remove (or rename to .old) these 2 files from it : symcjit.dll
You will then be able to install.
