Excerpt from the docs:

ORA-12560: TNS:protocol adapter error

     Action: The listener was unable to start a process connecting the user to the database server.

     Cause: Perform these steps:

  1. Turn on tracing and repeat the operation.
  2. Evaluate the contents of the trace file to diagnose the problem.

Can you tnsping your server, can you connect with sqlplus using username/password_at_your_alias, is there anything in the listener.log?
