Well, it would help if you include minor details such as Oracle and OS Version in your post, but since you're using IE and localhost I guess this is on windows.

'It does not work' is a bit hazy, is there something like an error message?

Check if %ORACLE_HOME%\Apache\Apache\log\error_log contains anything to shed some light on this.
