I don't know. If you go into the Log Miner Viewer, then one of the buttons on the top let's you specify where you want to 'load' the dictionary from. There are three choices: the online data dictionary, ye olde static dictionary file, or from within a redo log (because another new feature is that you can build the static dictionary file into an online log and thus get it archived within the thing its destined to be used to analyze). A fresh OEM installation has the 'use online catalog' option selected by default.

Is it possible you or a colleague modified that choice at some point in the past, and the preference gets saved?

Or is it possible that you were using the viewer to analyze another database's logs, in which case the online catalog is not the one you need to perform the analysis?

I don't know why you received your error, but the functionality is definitely there, all the same.
