Limiting modplsql connections to Oracle DB

I am attempting to limit the number of connections from OracleIAS 9I 1.0.2.2.2 web server to an Oracle 8.1.7 database. The documentation is very sketchy as to how to do this. The IAS is running on Windows 2000 and most of the Apache Documentation is geared towards UNIX. My question is as follows: If I want to have a maximum of X number of connections from IAS through modplsql to the Oracle database what setting(s) do I adjust in Apache/modplsql ?
