I've found what Brian says is exactly right. I have seen unmanaged UNDO fail sometimes when it succeeds others, with nearly the same data. I'm simply precreating the users and tablespaces, then I just use a normal command line user mode imp. Of course, I would do more were it a production system, since I'm going from a system with, er, "older stylings" in some of its management... :-)
