You didnt provide enough detail, so here is a broad statement. It could be one or more of the following:

  1. Not enough RAM in the machine.
  2. Incorrect kernel specs for Oracle regarding memory (taking *nix here, I am not a Windows knowlegable person).

Compare the init.ora files for each instance, and figure out what memory requirements you need on your machine.
