I don't know if you've got support with Oracle, but I checked one of the TNS-errors you are receiving, and found the following:

Problem Description


When trying to start the listener from the command line,

receive the error:

LSNRCTL> start Starting tnslsnr: please wait...

Failed to start service, error 1069.

TNS-12536: TNS:operation would block

TNS-12560: TNS:protocol adapter error

TNS-00506: Operation would block

32-bit Windows Error: 997: Unknown error

Solution Description


Try starting the listener via the services control panel.

If you receive: Error 1609: The service did not start due to a logon failure

the logon for the listener application may be incorrect.

To correct the error, open the control panel\services and

verify the logon properties for the TNSListener service is accurate.
