Intelligent Agent needs restart after a re-boot

When this machine gets re-booted, the Agent starts up just fine. However, OMS does not start up, even tho it's set to automatic. If I just start the OMS, any jobs go to a "submitted" status. If I re-start the Agent, the jobs either get "scheduled" or run immediately and all is well. This has happened the last 2 times the box got re-booted. Not sure if it happened before, because I just inherited this system. Any ideas what is not set up correctly to cause this behavior?
