dynamic join view

I seem to recall a colleague talking about a way to statically define a join view in such a way that tables not needed to satisfy a given select statement do not participate in the join process. If memory serves me, PL/SQL functions played some kind of role here. This wasn't some kind of magical solution ... there was some overhead to doing things this way -- in particular, one would not want to query this view if it were known ahead of time that all tables in the view are needed.

If anyone knows of a method to do this, I would greatly appreciate the help. Thanks.
