I think the above may not work as I'm almost 100% certain that Oracle cannot access shares using UTL_FILE. In fact, I'm so sure (cue downfall) that I wrote a couple of UTL_FILE FAQ answers (based on real life testing) over on the Co-operative FAQ. The one describing shares is at :
