Reading a file on Windows from a trigger in an Oracle database

HI,



I need to read a file stored on a Windows machine whenever a record is 
inserted into a table. Then insert this file into another table in a 
CLOB/BLOB column.



My oracle version 8.1.7.4 and it is running on Unix.



I  need help in this area.
