Put your TNSNAMES file into one folder. It can even be in one of the ORACLE_HOME/network/admin directories. Then create a link in the other ORACLE_HOME/network/admin folders to this one. If you are on Windows, make a "shortcut" and rename the shortcut to TNSNAMES.ORA. If you are on Unix, make a symbolic link.
