Going to 10G directly will save you the downtime in an upgrade from 9i
to 10GR1. But you'll eventually want to apply patchsets to the 10G
installation, and that will require downtime. Or, you could install
10GR2 (when it comes out) and upgrade to that. Either way, you still
have downtime.
