At least in 9i, there is a basic form of standby database available in
standard ed as well:
Check http://otn.oracle.com/products/oracle9i/pdf/o9i_family_features.pdf
and search for standby.
It works, I've implemented it in a customers site - there's a bit of scripting & work needed to automatize log transport & application as data guard does.
