Please, read once more the following book: "Database Performance Guide and Reference", especially, the following chapters:

20. Oracle Tools to Gather Database Statistics;

21. Using Statspack.

There are some ways to gather:

Oracle Enterprise Manager, Statspack and BSTAT/ESTAT and V$ views.

For instance, Statspack can be configured to gather Oracle statisctics by Oracle sheduler dbms_job (example of it in the book). After it you can compare different snapshots and see what's wrong with your DB.
