I've noticed google doing that a lot lately. I discovered it will often work if you simply press the reload button, and then IIRC it says it doesn't have form data and asks if you want to repost form data. I suspect they are trying to reinvent the webcache wheel.

He basically was using a Big Brother argument - better to get them in the system so we have their pictures and fingerprints, against the argument that it makes it easier for terrorists to get fake identities.
