I'm not sure there is that much animosity.

But in general one should use the language that produces the best performance for the smallest investment in writing and debugging ... which means use PL/SQL for everything it can do. And for those things it can't do ... use Java.

Unless you bill by the hour in which case I'd suggest MASM.
