I agree with Kenneth. If you asked this question "How can I execute this
commands without starting the database??" you don't have the required
skill set to solve this problem. More likely you will make things worse.
Get a consulting DBA andd take advantage of the opportunity to get some
training at the same time. The help you need is more than can adequately
be provided in a usenet group.
If you need a reference to someone in your area post the city and country.
