You need to set it as a database parameter. You did not mention your Oracle version number (and hardware platform) - that is something you always should add to your postings here.

With Oracle 8, you will have an initSID.ora file. With Oracle 9i, you can use OEM. Simply set the NLS_DATE_FORMAT in there.
