The concern is not availability. It is very much usability. IOW, allocating more memory where it cannot be used is totally worthless.

There are many reasons why more memory would not be of use. Some to do with hardware (and 32bit vs 64 is not the only concern), some to do with OS, some to do with the dbms itself, some to do with the actual application software.
