I think that somewhere along the line, you've got service names mixed up. Your listener is aware of a service called 'practice'. But your tnsnames has an alias for 'practice.lowes.com', although it then goes on to ask for a connection to just 'practice'.

What's the value for your service_names parameter?

And if that's not set explicitly, what's the value for db_name and db_domain?

You might like also to post the contents of the sqlnet.ora that is sitting on the server.
