If that is true it is a sign of bad IS management. IS managements job, in part, is to make the financial case for why it needs the best people and the best technology to make the organization more profitable.

If IS management doesn't clearly see, and address, its responsibility to the organization's profitability it should be replaced. Bean counting need not equate with bad decision making.
