This service is Oracle's Intelligent Agent. It is primarily used by Oracle Enterprise Manager for job scheduling and event notification. If you are not using OEM, you can turn this service off. This does not need the instance to be running.

> OracleOraHome9iTNSListener

This is Oracle's listener. Without it, remote connections are not possible. The instance does not need to be running for this service to start.

> OracleServiceGENERAL

This is your Oracle instance. If you want your instance to startup when you reboot your machine set this to AUTOMATIC. If you manually want to start your instance, set this to MANUAL.  

As far as being services, each of these are independent of each other. However, without the listener remote connections to your database are not possible. Without the instance running, remote clients can "hit" the listener but will receive a message stating that Oracle is unavailable.
