There is always Postgress and Firebird. I read somewhere that Postgress has surpassed MySql on functionality. I couldn't get it running on Windows 2000 though (it seams to be UNIX-centric). The Firebird worked and I've been using it with Java for some development work. For low-cost projects there are other alternatives.

Technet.oracle.com allows downloading of the software but the licenses that come with them are rather vague.
