The effect of the reopen is that Oracle tries to archive again. If the error condition still persists, the reopen request in your situation will recur very soon. Depending on configuration it is quite possible one of the redologs can't be archived, and other ones can be archived. Due to your reopen=1 the archiver may be stuck on that one single archive, bringing your database to a stand still The rationale behind setting it to 5 minutes must be that in most situations the problem will be resolved or is resolved in that timeframe
