817 client can still connect to Oracle 7 databases whereas 9i client cannot. Maybe the OP needs to connect to version 7 databases.

PS. I know this because I upgraded my PC to 9i and can no longer connect to my one remaining solitary 734 database. Never mind, it's being upgraded to 9i soon ......
