As I mentioned, the parameter is a new invention in 9i R2, so yes... the fact that it's static is a 'feature'. And it likely won't be changing any time soon.

With an spfile, a simple 'alter system set xxxxx=false' would fail ('paramter can't be modified'). It would require an 'alter system set xxxxxx=false scope=spfile', but that does nothing until a new startup.
